Todd Anderson, SPHR

GBS Benefits - Human Resource Director

 Todd has been with GBS for 4 years and consults benefit clients in UT, NV, CO, AZ, ID, and CA on HR related issues. Todd brings with him over 20 years experience in Human Resources. He served 12 years as a Regional HR Director for a Fortune 100 company managing the HR function for over 6000 employees. Todd is SPHR certified through the Society of Human Resource Managers. He also participated as an HR Consultant to the 2002 Salt Lake Winter Olympics. Todd was responsible for hiring 27,000 volunteers. In addition, Todd is on the HR Advisory Board for Utah Valley State College. Labor Law Guest Lecturer – Utah Valley State College.

John Carl

President, Retirement Learning Center, LLC and Executive Director, PLANSPONSOR Institute

John Carl is the founder and president of the Retirement Learning Center, LLC and executive director of the PLANSPONSOR Institute, the education and training arm of PLANSPONSOR. A frequent speaker at industry events, Mr. Carl is a 20-year veteran of the industry who has been seen on or quoted in CNBC, CNNfn, Forbes, Research Magazine, The Wall Street Journal and PLANSPONSOR magazine. Mr. Carl ran Alliance Capital’s defined contribution program, as well as created and ran the Alliance 529 plan. Ultimately, Mr. Carl ran global product management for the firm. He was a successful branch and regional sales manager for Prudential Securities and was an independent financial advisor. In 2010, the 401kWire identified Mr. Carl was as one of most influential individuals in the 401(k) industry for the fourth consecutive year. He also released his first book in 2009, Retirement Resource Guide: Essential ERISA Education & Best Practices for Financial Advisors, available exclusively through Columbia Management Investment Distributors, Inc. Mr. Carl graduated from Lehigh University and has completed executive continuing education coursework at Columbia University.

Tanya Dillard

CIGNA - Wellness Manager

Tanya is a graduate of the Clemson University School of Public Health in Clemson, SC. After initially working in Clinical Health Promotion for the State Health Dept of SC, she went on to work in lead and managerial roles in medically based wellness centers for 7 years giving her much hands on experience in working across the wellness continuum, from working with professional athletes to working with those in cardiac rehabilitation. Since then, she went on to serve in several health promotion consulting roles and then eventually opened her own corporate wellness and medical wellness facility, specializing in custom wellness solutions on the individual and corporate levels. Since selling her company and relocating to Colorado, she has worked in the health insurance industry in disease management and now currently for CIGNA as their Health Promotions Manager for the Mountain States.

Judy Tatton

GBS Benefits - COBRA Director

Judy has over 10 years of healthcare benefit industry experience and has spent the last five years serving as the Director of the COBRA department for GBS Benefits. Judy’s department is currently providing COBRA administration for over 700 clients located in Utah, California, Idaho, Colorado, Nevada and Arizona. Judy graduated from Brigham Young University with a bachelor’s degree in Business Management with an emphasis in Human Resources, awarded 1991. Judy is married with two teenage boys living in Salt Lake City, Utah. When she’s not working, you’ll find her cheering from the sidelines at her son’s sporting events.

Kate Lamana

Commercial Insurance Broker

Kate joined Grant Hatch & Associates in 2009. Prior to entering the insurance industry, Kate was a V.P. and Relationship Manager for Zion’s Bank in the Resort Banking Group located in Park City. Kate has over 15 years of banking experience and has worked primarily with high net worth clients in the Private Banking Division for First Security Bank, Wells Fargo Bank, and Zion’s Bank. She and her husband, Craig Lamanna, recently sold a successful business of 15 years, Muay Thai Institute. As a business owner, Kate offers an approach that carefully evaluates a client’s risks and then tailors an insurance plan to fit their business needs.

Chet Loftis, JD, MPA

 PEHP - Executive Director

Chet has worked with all three branches of the Utah State Government, including Health & Human Services Counsel to the Utah Legislature. In addition, he has represented payers & providers and was formerly a shareholder in one of Utah’s largest law firms. He played a key role in health care legislation & regulation in Utah for over 15 years (including the Utah Health Exchange). Chet accepted the Executive Director position with PEHP in May of 2011.

Susan Grassli, JD

GBS Benefits - Health Care Reform & Compliance Advisor

GBS Benefits, Inc. is pleased to announce the addition of Susan L. Grassli to their team. Susan is replacing Chet Loftis (who accepted the position of Executive Director of PEHP) and is joining GBS as a Healthcare Reform & Compliance advisor to their clients. Susan has fourteen years experience in litigation with the Attorney General’s office and has most recently been with the firm Howard, Phillips and Andersen where she focused on retirement, disability and health benefit issues.”

Peter Gregory

GBS Benefits - Underwriting Director

Peter Gregory has worked in the health insurance industry for 14 years. After serving six years in the Armed Forces, he attended Lewis Clark State College in Lewiston Idaho. He graduated in 1996 with a Bachelors degree in Business Administration. He then worked as an Underwriter for BlueShield of Idaho for 5 years until making a lateral transfer to BlueCross BlueShield of Utah in 2001 as a Senior Underwriter. Three years later Peter took the opportunity to work with United Health Care in Minnesota and gained extensive knowledge and experience underwriting reinsurance (Stop Loss) contracts. He then came back to BlueCross BlueShield of Utah and took the reigns as Manager of the Large Group Underwriting division. In this capacity he managed over 120 accounts with total assets over $250M. He also fulfilled all staffing responsibilities to include interviewing, hiring and performance evaluations. In January 2010 Peter joined the GBS Benefits team as the Director of Underwriting. In this role he currently leads the Underwriting team to maintain all large accounts (50+ enrolled), regularly meets with clients and prospects to discuss their specific account activities, and gives presentations on issues pertaining to Underwriting/Actuarial concepts.

Jenna Blackner

GBS Benefits - Wellness Consultant

Jenna Blackner has been a Wellness Consultant for over two years. She received her BS degree in Health Promotion and Education from the University of Utah. She has worked for GBS for more than a year and is a great addition to the wellness team.

Devrie Pettit, MS, RD, CD

GBS Benefits - Wellness Consultant

Devrie is a Registered Dietitian. She graduated from Utah State with a BS in Nutrition and Food Science. She then went on to complete her Dietetic Internship and receive her Masters Degree from Stony Brook University in New York. Devrie has worked as the Nutrition Coach at Life Time Fitness and has worked with GBS for over three years.

Dr. Donna L. Milavetz

OnSite Care - Medical Director / CEO

Donna L. Milavetz, MD, MPH is a Board Certified Internist with a Master’s degree in Public Health Administration. Dr. Milavetz went to medical school at the University of Arizona and did her Internal Medicine training at one of Harvard’s teaching hospitals in Boston. She received her Master’s degree from the University of Minnesota. Dr. Milavetz was recruited to the Mayo Clinic, Rochester to help start the Women’s Heart Clinic and after moving to Utah with her husband was the consultant on and the Medical Director of the IHC Women’s Health Center in Ogden, UT.

 Dr. Milavetz decided in 2006 to look at healthcare for Corporate America in a different manner and started her own company, OnSite Care, to not only improve health outcomes for employees, but to lower healthcare costs for employers. Dr. Milavetz has a unique model of providing primary care in the corporate workplace that creates the “medical home” for employees and has proven success in lowering premium and out of pocket costs for employers and employees. She has partnered with local health systems and providers to create additional vendor contracts at a substantially reduced cost that further drives down the cost of healthcare. Lastly, through looking at health summary information from a clinical perspective, OnSite Care can tailor wellness and disease management for a company’s members to maximize ROI for wellness based programs further reducing downstream healthcare costs.

Matt Gibson

Senior Benefits Co.

With nearly 20 years in the insurance industry, Matt was most recently the Sales Manager over Medicare products at Regence BlueCross BlueShield of Utah. He was responsible for launching their Medicare Advantage plans as well as Medicare Part D plans. He has trained and certified hundreds of Medicare agents over the last several years and has been invited to speak on the topic of Medicare to thousands of people both in the community as well as in employer arena. He is often referred to as a favorite speaker on the topic of Medicare. Matt currently serves as Senior Vice President of Senior Benefits Company since September of 2010.

Marc H. Bennett

HealthInsight - President & CEO

Marc H. Bennett is President and Chief Executive Officer at HealthInsight, a private, non-profit healthcare improvement company. HealthInsight is a Regional Health Improvement Collaborative (RHIC) operating in Utah, Nevada, and New Mexico. The organization holds the Medicare quality improvement organization (QIO) contracts for all three states. HealthInsight sponsors the AHRQ-designated Chartered Value Exchanges (CVEs) in Utah and Nevada, and hosts the RWJ Aligning Forces community coalition in New Mexico. HealthInsight is the lead organization for the Utah Beacon Communities project to demonstrate the value of effective HIT and HIE use, and the HIT Regional Extension Centers for Utah and Nevada- helping physicians and hospitals adopt and use electronic health records.

Nationally, Mr. Bennett is a Past President and Board Chair of the American Health Quality Association (AHQA), the trade association for QIOs. Additionally, Mr. Bennett currently serves on the Quality Alliance Steering Committee (QASC), a body that coordinates federal and private sector quality initiatives in the United States. He is also a member of the National Advisory Board for the Center for Healthcare Quality & Payment Reform and serves as a Board member for the Network for Regional Health Improvement (NRHI).


Dave Braby

GBS Benefits - HRMS Consulting Director

Dave has over 15 years of experience in the HR/Payroll Services industry performing in varying capacities including Implementation, Customer Service, Sales, and Management. In addition, Dave managed a payroll processing service with over 300 clients throughout the western United States. Accomplished at delivering excellent value to his prospects and clients, Dave has won numerous awards including Implementation Consultant of the Year, Salesperson of the Month, and was chosen to lead an elite group of Managers. Dave has earned his CPP and is well versed in HR, payroll, and time keeping solutions.

Stacey Pinnock

GBS Benefits - Online Services Director

Stacey began her career in health care information systems at SelectHealth, where she worked for 15 years in the accounting and eligibility departments. While there she developed programs for automated billing and enrollment reconciliation and was heavily involved in developing their systems to be able to accept electronic enrollment files from clients and vendors. Stacey began her career with GBS Benefits as a consultant hired to help develop processes to manage eligibility data for their clients. Since becoming a GBS Benefits employee in 2007, she has improved processes for sending electronic data to carriers for 55+ clients. She has established relationships with the various carriers in the Utah market and has made GBS Benefits a preferred EDI vendor with many of them. Stacey received her BS from the University of Utah in business marketing.
